Job Description

Role Overview

The City of Fort Pierre is looking for a strategic, hands-on Finance Officer to manage all financial and administrative operations for the municipality. This role extends beyond traditional accounting, acting as the chief financial adviser to the Mayor and City Council, overseeing essential municipal operations, and safeguarding the finances of a full-service city that provides water, sewer, and electric utilities to residents.

Key Responsibilities

Direct all municipal accounting, financial reporting, and internal controls
Develop, manage, and monitor the City’s annual budget and all revenues and expenditures

Ensure compliance with local ordinances, state statutes, and federal regulations
Administer municipal elections in accordance with state law
Collaborate with department heads on financial planning and operational strategy
Maintain strong public relations through daily interaction with residents, customers, and constituents

Ideal Candidate

Bachelor’s Degree in Accounting or Business Management
Experience in governmental or municipal accounting
Strong knowledge of public sector budgeting and compliance requirements
Leadership skills with the ability to supervise staff and work cross-functionally

Compensation & Benefits

Salary: $110,000 per year, commensurate with qualifications and experience. A $2,000 hiring bonus is included.

Job Summary

Under general administrative direction, the incumbent assists in overseeing the daily activities of the Financial Management Division, including debt administration, investment portfolio management, banking services, and financial analysis related to Tax Increment Financing. Performs professional-level quantitative and technical analysis, computer modeling, and spreadsheet construction. Working conditions are in an office environment. Exercises direct supervision over assigned professional staff. This position is an unclassified role and has no disciplinary appeal rights to the Municipal Civil Service Commission. It is subject to at-will employment status and can be terminated at any time for any reason.

Work Location and Schedule

Work Location: City Tower - 100 W Houston, San Antonio, TX 78205

Work Schedule: 7:45 AM - 4:30 PM, Monday through Friday

Essential Job Functions

Oversees the administration, compliance, and project planning for Tax Increment Reinvestment Zones (TIRZs).
Prepares financial plans, processes reimbursement requests, and ensures compliance with development agreements for TIRZs.
Prepares and presents finance plan updates for TIRZ Board meetings.
Assists in administering and managing the activities of the Financial Management Division.
Provides computer spreadsheet and graphical representations of financial models.
Reviews proposed financial structuring for capital projects and prepares analytical reports pertaining to various financing questions related to Tax Increment Financing.
Researches and analyzes information from other City departments, consultants, and sources outside of the City to be incorporated in various financial analyses.
Researches, analyzes and prepares supporting documentation in coordination with professional and management staff of various City departments and the City Attorney's Office, and Bond Counsel to provide guidance on appropriate funding sources and fiscal impact for City ordinances in accordance with established City policies and procedures and state and federal laws.
Coordinates and follows through to completion special and technical financial management projects and studies.
Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
Performs related duties and fulfills responsibilities as required.

Job Requirements

Bachelor's Degree from an accredited college or university. A Master's degree is highly desirable.
Five (5) years increasingly responsible experience in finance, economics, math or accounting to include three (3) years of supervisory experience. Experience in investment banking, public administration, banking, or investments is highly desirable.
Designation as or pursuit of Chartered Financial Analyst (CFA), Certified Treasury Professional (CTP), Financial Planner (FP), Certified Government Finance Officer (CGFO) license is highly desirable.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Position Summary

The Finance Officer is responsible for the financial management and fiscal integrity of the Township. The Finance Officer supports the Board in maintaining sound financial practices and long-term fiscal stability.

Essential Duties and Responsibilities

Budgeting and Financial Planning: Lead the development and coordination of the annual Township budget. Track budget performance across the fiscal year. Deliver regular budget-to-actual reports to the Board. Support financial forecasting and long-range planning.
Accounting and Financial Operations: Oversee accounts payable and accounts receivable processes. Maintain the general ledger and conduct monthly reconciliations. Manage the purchase order system and related financial documentation. Monitor restricted funds, grant funds, and capital accounts. Prepare financial statements and year-end reporting.
Compliance and Audit: Serve as the liaison with external auditors. Compile documentation for the annual audit. Ensure compliance with applicable municipal financial regulations. Maintain proper records retention for financial documentation.

Qualifications

Associate's or Bachelor's degree in Accounting, Finance, Public Administration, or related field preferred.
Three to seven years of accounting or municipal finance experience preferred.
Experience with fund accounting and municipal budgeting highly desirable.
Proficiency with accounting software, QuickBooks certification preferred.
Strong analytical and organizational skills.

Qualifications & Experience

Proven track record in business development; strong market presence with a broad network of external referral sources for new opportunities.
Strong credit and financial analysis capabilities; well-honed negotiation and communication skills, both verbal and written; proficient computer skills.

Travel, Physical Requirements & Working Conditions

Domestic travel – Occasional; International travel – Never.
Working largely in an office environment with continuous desk work; ability to concentrate for long periods.
Able to perform multiple tasks simultaneously and operate standard office equipment on a regular basis.
Physical readiness to perform routine activities such as reading, writing, and occasional lifting up to 25 pounds; occasional standing and walking.
